Adolescence of Elsewhere

As Elsewhere and Celeste grow up, they reach adolescence with changes within and without. One change is that Sebastien represents the tiny nekos on the city council. All the tiny nekos hope their freedom will continue, but concerns arise when the identity of the shadow hanging over everyone is revealed.
