El protocolo busca contribuir a la transferencia, manejo y uso seguro de los organismos vivos modificados genéticamente por las nuevas biotecnologías (OVM) que puedan tener efectos adversos a la conservación y uso sostenible de la diversidad biológica, tomando también en consideración los eventuales riesgos a la salud humana y enfocándose específicamente en el movimiento transfronterizo de los OVM.
